Whistle blower is a saint or sinner of an organization?

When a person work as a whistle blower then he become a worse person in his organization. Because when he or she exposes uncritical information outside the organization then organization may face critical condition. That organization may have to be close forever. So whistle blower is sinner of that organization. But on the other hand that person who is whistle blower he become a saint of his country. If top levels of organization don’t know about that uncritical information then we think that person should informer that information to top level of organization. S/he should not be a whistle blower. It will good for organization as organization as well as good for that person too.
